Requirements: 1 Completed United State passport application form (DS-11 - download from http://www.travel.state.gov/passport/forms/forms_847.html) 2 Passport size photographs (2" X 2" color photos) 1 Proof of citizenship (Birth certificate, Naturalization certificate, originals only) 1 Proof of identity (Drivers License, Valid College identification, current year gov't job I.D) Proof of travel within 14 days (airline ticket or airline generated itinerary) United States Passport Office fee $127.00 (check or money order) payable to "Passport Services." $30.00 cash payable to post office. (Toddlers $112.00 passport services, $30.00 cash to post office.) Letter of authorization, authorizing Travco to expedite passport application on applicant's behalf. Present the above documents to the post office and request "hand carried." Upon receiving the sealed envelope stamped "hand carried," place this envelope into an Express Mail envelope along with Travco Processing Fee of: $300.00 for 24-HOUR PROCESSING. $200.00 for 48-HOUR PROCESSING. $100.00 for 3 - 5 DAY PROCESSING. If second parent is not available to sign, the appearing parent must, in addition to the above, present evidence that he/she has sole legal custody of the child or written consent of the absent parent for the issuance of the passport or a written statement explaining why the non-applying parent's consent cannot be obtained. Note: In the event applicant is unable to present proper identification, individual must appear with identifying witness (close relative recommended) who is a U.S. citizen of permanent resident alien who has known the applicant for at least 6 years (must present alien registration card). The witness must prove his or her identity and complete and sign an affidavit of identifying witness (form DS - 71, download from www.state.gov/m/a/dir/c4455.htm). You must also submit some identification of your own. Note: All services are guaranteed completion within 48 hours upon receiving, providing all required documents are submitted. Airline tickets verifying proof of travel must be provided. Where personal appearances are, applicant would be escorted by courier through processing. Pickup and delivery service are included in service fees for Manhattan residents.

This is due to the fact that they are all based on foreign relation agreements between that particular country and the U.S. Government.
